Senior Manager – Advocacy

Background

Transparency International Sri Lanka (TISL) is a National Chapter of Transparency International (TI), the leading global movement against corruption. TISL raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

The Senior Manager Advocacy and Communications is responsible for guiding and overseeing the organizational Advocacy and Communications, including the completion of project deliverables.

Scope of the role:
This position is a key position in TISL, leading a team of managers and professionals to perform and coordinate all organizational advocacy and communications functions in a relevant and responsive manner.

Key Responsibilities
1. Strategic leadership
• Develop and execute strategies to achieve key organizational objectives.
• Guide and oversee TISL’s Advocacy and Communications to achieve maximum impact with the relevant stakeholders in accordance with the Strategic Plan.

2. Guidance and Oversight on Advocacy
• Guide the Advocacy team in strategizing, developing and implementing national, local and international level advocacy initiatives, in response to the dynamic country context related to corruption and governance.
• Ensure that TISL mobilizes its knowledge and expertise to impact key change-makers at the policy and grassroots levels.
• Provide advice and expertise to all staff on a range of advocacy and outreach issues, methods, and approaches, anticipating and resolving public relations issues in consultation with the Executive Director and relevant senior management.

3. Guidance and Oversight on Communications
• Guide the Communications team in strategizing, developing and implementing national, local and international level communications, in response to the dynamic country context related to corruption and governance and in view of promoting the TISL brand.
• Guide the Communications team to empower the program teams with communication strategies that further enhance the impact of each program.

4. Stakeholder Relations
• Provide leadership and active participation in building coalitions to broaden support: identify, recruit, and engage activists to promote the goals and objectives of TISL.
• Develop strategic partnerships with key constituencies to elicit support for and maximize the impact of advocacy and serve as a principal liaison to state and governmental bodies, civil society organizations, national groups, private sector organizations, educational institutions, international organizations, media etc. in advocacy efforts.

5. Human Resources Management
• Under the direction of the Executive Director, guide and lead the Advocacy and Communication teams, including recruitment, coaching, development and performance management.
• Support subordinate staff members to excel and reach their maximum potential.

Qualifications and Experience
• A Master’s Degree in Law, Governance, Social Sciences, Development Communication or other relevant discipline, and/or equivalent qualifications and experience. Experience practicing law would be an added advantage.
• Minimum 3 years of experience in a senior managerial capacity in advocacy and communications, or equivalent experience.
• Comprehensive and nuanced knowledge of governance and the political landscape. Knowledge on anti-corruption would be an advantage.
• Work experience in the areas of promoting governance / human rights, advocacy and communications for behavioral change.
• Excellent command of English and Sinhala /Tamil Languages.
• The ability to effectively manage a variety of internal and external relationships, including relationships with donors.
• Strong analytical, training, communication and team-building skills.
