Pocket People’s Platform (PPP) – Hali-Ela

Transparency International Sri Lanka has organized a Pocket People’s Platform (PPP) on 08th November 2008 with a view to facilitate a participatory approach to address governance issues within a community problem in Hali-Ela, Badulla in Uva province.


Objective of the programme was to create a facilitation process for a participatory approach to address the governance issues within a water sanitation related problem highly affecting to public in the area. Health officials have reveled that the Water supply of Hali Ela has contaminated for a period of more than 7 years. None of the relevant parties including the public, consumers of the water supply has not taken effective actions to solve it. Below mentioned eminent persons, experts in the fields of water sanitation, public administration and law was in the panel with a view to provide better technical support for the facilitation process.

• Mr. S.K Liyanage, Former Additional Secretary of the Ministry of Provincial Council and Local Government
• Mr. S.G Punchihewa, Attorney-at-Law
• Mr. Sanjeewa Manamperi, Expert on Water and sanitation
Mr. Rohana Keerthi Disanayake, District Secretary of Badulla District, Mr. Jayaweera Bandara, Chairman of Hali Ela Pradeshiya Sabha, Mr. Vijitha Nanda Kumar, Divisional Secretary of Hali Ela, Dr. Janith Hettiarachchi, Medical Officer of Health, Mr. Wasantha Gunarathne, Public Inspector of Health and Officer In Charge of Water Supply and Drainage Board, Badulla were also present in the forum by representing public service and local authority.
First half of the programme was aggressive since some parties could not identify the objective of the programme. As the programme passes on everyone understood the genuine objectives and headed towards a better end.
