Program Manager – Community Sector

BACKGROUND
Transparency International Sri Lanka (TISL) is a National Chapter of Transparency International (TI), the leading global movement against corruption. TISL raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

The post holder will support Transparency International Sri Lanka (TISL) to empower citizens to understand and resist corruption and demand for transparency and accountability in governance and public service.

SCOPE OF THE ROLE:
This position is expected to lead the program initiatives. The post holder will also provide oversight to the Kandy Branch office. The post holder will be responsible for project implementation, including managing project budgets under multiple donors.

MAIN RESPONSIBILITIES:
Program Management
• Ensure project implementation with special attention to quality of program delivery, maximum reach, impact and timeliness.
• Effective utilization of resources following donor guidelines.
• Liaise with donors where required as instructed by management.
• Ensure programme KPIs are met.
• Escalate information or issues as necessary to take relevant action in a timely manner.
• Ensure programme results, impact and learning are captured effectively and shared.
• Collect relevant and timely information and draft the first version for periodic reporting.
• Commitment to gender equality and social inclusion (GESI) in program implementation.

Program Development
• Contribute to program development and fundraising initiatives of the organization.
• Strategize branch development and extension of the program.
• Management of resources and stakeholders.
• Network with relevant stakeholders and maintain effective relationships.
• Provide effective representation for the organization at relevant fora as guided by the Senior Management.
• Effective management of organizational resources.

Human Resource Management
• Select, manage and develop the staff members within the Community Sector and the Kandy Branch Office, establishing goals, coaching and managing performance and supporting the continuous learning, development and well-being that enhances individual performance and organizational capability.
• Provide clear directions to guide the team towards organizational objectives with proper delegation.

Thematic Specific Objectives
In line with the 2021-2025 strategic plan, be responsible to empower and mobilize citizens to understand and resist corruption by leading the community sector to;
• Enhance the understanding of the public on the subject of corruption as well as the importance of integrity.
• Enhance the citizen engagement and build coalitions on challenging all types of corruption.
• Respond to issues of corruption within communities.
• Work towards the strengthening of victim, witness and whistle blower protection mechanisms.
• Empower women to resist and report against sexual bribery.
• Develop and sustain a discourse among the CSOs on enhancing transparency and accountability within the sector.
• Act as focal point for assigned projects. (Stronger Media through Enhanced Freedom of Expression and Right to Information (RTI).
• Inculcate expertise in the thematic areas.
• Contribute towards strategy development and link the organizational strategic plan to thematic interventions and stakeholders.

Skills, Qualifications and Experience:
· Bachelor’s degree in social sciences, Law, Governance or related discipline.
· At least 3 years of similar level experience in Non Governmental Organizations.
· Experience working with diverse stakeholders.
· Experience in project management and budget management
· Sound understanding of the anti-corruption and governance sector in Sri Lanka.
· Diplomacy and tactful negotiation skills.
· Excellent management skills
· Fluent in English as well as Sinhalese or Tamil
· Excellent skills in MS office
