Scope Of the Role

The MEL Specialist will be required to develop the TISL Monitoring & Evaluation strategy and methodology and guide the implementation of same, in close co-operation with the Program Managers, Branch Office Managers, Program Staff and other relevant internal and external stakeholders. The incumbent of this position is also expected to provide technical, planning and budgeting support pertaining to the management of M & E systems. This position will report to the Senior Manager Programs (SMP).

 Main Responsibilities

  • Under the guidance of the SMP, taking leadership in developing the overall strategy, policy and practice for MEL in TISL.
  • Developing systems and processes for the implementation of the MEL policy.
  • Developing the organizational MEL methodology and framework.
  • Researching and developing MEL frameworks for annual organizational strategy review, program progress reviews, project reviews, participatory impact assessments, process monitoring, impact monitoring and capturing of lessons learnt.
  • Organizing and undertaking MEL training for staff members and partners.
  • Facilitating projects and the country program team in understanding, developing and implementing the overall framework for MEL throughout the project cycle.
  • Supporting partners and relevant stakeholders in developing and designing formats for key indicators, recording and reporting processes, outcomes and impact of projects.
  • Facilitate developing and implementing a reporting process to enable the generation of information on program/project progress, outcome and impact.
  • Supporting processes to review the quality of existing project data, data collection methods and the degree to which the existing data will provide good baseline information.
  • Guiding and supporting organisations and individuals that are contracted to conduct research, needs assessments, reviews and other special studies with regard to monitoring and evaluation.
  • Contributing to project design and proposal development and drafting in relation to the MEL methodology.
  • Developing Terms of References (TORs) for carrying out baseline surveys and needs assessment studies.
  • Improving and managing the Management Information System (MIS) and ensuring that the information and reports generated from the system are utilised for program improvement and learning.
  • Providing guidance and supporting programme development processes including providing information for program management decision-making.

Qualifications and Experience

  • Graduate degree [preferably Post-Graduate] in Social Sciences/Social Work and Social Administration/Development Studies/Education or equivalent professional qualification from any other relevant field.
  • Experience in setting up and managing MEL systems, in the non-governmental organizations sector, for donor funded projects with expected social outcomes.
  • Excellent communication and inter-personal skills and ability to support, train and facilitate staff, partners and other stakeholders in MEL methodology.
  • Strong analytical [qualitative and quantitative], documentation and planning skills with competency in participatory research methods.
  • Very good IT [Microsoft Office] knowledge and skills and fluency in written and spoken English, Sinhala and/or Tamil.
