Terms of Reference – Animation on the Assets and Liabilities Act
Transparency International Sri Lanka (TISL) is calling for quotations for the production of an animated video that illustrates the Assets and Liabilities Act of Sri Lanka. TISL is the local chapter of the global movement against corruption, committed to promoting good governance and eradicating corruption in Sri Lanka. TISL’s mission is to support the collective effort to eradicate corruption in order to build a future Sri Lanka which is equitable, peaceful and just.
These terms of reference (ToR) are for the production of an animated video that aims to illustrate the nuances of the Assets and Liabilities Act in a simplified animation that highlights the key functions and features of the Act and how the citizens of Sri Lanka can better engage with the Act.
Currently Sri Lankan citizens are entitled to certified copies of Declarations of Assets and Liabilities of Members of Parliament (MPs) on the payment of 750 rupees. Under the Yahapalanaya mandate a lot of attention has been raised about the personal financial positions of public representatives. The Declaration of Assets and Liabilities are a perfect opportunity to hold MPs accountable based on their own self declarations.
Frequently public perception of wealth and asset declarations run counter to one another and there is a need to publicise this discrepancy. The animation to be produced will illustrate this process in a manner that would be simple, easy to understand and convey the importance of making this information available to the citizenry at large.
TISL seeks quotations for a multi pronged media engagement of the same.

The design output: An effective 30 seconds video with a corresponding media dissemination strategy.
How the video would illustrate the essential need for Asset Declarations to be in the public domain.

Deliverables – 30 second English animation in either 2D or 3D form and Sinhala and Tamil translated versions (3 videos) with a corresponding media dissemination strategy.
Specifics for the contractor
Script writing for English video in consultation with TISL
Directing the production of the video
Developing the graphic art work for video Animation and video rendering
Provide voice overs (Narrator and announcer) for animation if required
Translating the script and adapting the master video to Sinhala and Tamil
Providing narration and announcing in Sinhala and Tamil if required
Video adaption and rendering for the videos in Sinhala and Tamil
The facilities/equipment and all the logistic for the recording arrangement including the back up plans should be covered by the contractor
Should include a media dissemination strategy to promote the video
TISL will provide the required technical support and expertise in writing the script for the master video as well as where ever required or requested.
Time-frame The duration of the contract is approximately one month.
