Call for Proposals: Research Consultancy to Conduct an Analysis on the Financial Returns submitted by candidates in both the Presidential and Parliamentary elections in 2024, in terms of the Regulation of Election Expenditure Act, No. 3 of 2023.

  1. Introduction and Purpose

The purpose of this proposal is to assess the effectiveness of the Regulation of Election Expenditure Act, No. 3 of 2023, by evaluating the financial returns submitted by candidates in both the Presidential and Parliamentary elections in 2024.

  1. Objectives
  • Objective 1: To understand the roles and obligations of all stakeholders under the Regulation of Election Expenditure Act, No. 3 of 2023.
  • Objective 2: To assess the compliance of political parties and candidates in both the Presidential and Parliamentary elections held in 2024, with the Regulation of Election Expenditure Act, No. 3 of 2023, based on the submitted financial returns.
  • Objective 3: To identify potential areas for strengthening the Regulation of Election Expenditure Act, No. 3 of 2023 to enhance transparency and facilitate greater compliance by all stakeholders.
  1. Scope of Work
  • Deliverable 1: Develop a methodology for evaluating the performance of the Regulation of Election Expenditure Act, No. 3 of 2023, based on the returns submitted by candidates in both the Presidential and Parliamentary elections in 2024.
  • Deliverable 2: Provide a list of selected candidates and political parties for evaluation in the Parliamentary election, along with clear criteria for their selection. (The sample)
  • Deliverable 3: Develop a comprehensive report detailing the campaign finance law in Sri Lanka, its function, and the roles and obligations of all stakeholders. This report should also assess how the selected political parties and candidates have adhered to the Regulation of Election Expenditure Act, No. 3 of 2023 based on the submitted returns. Finally, the final report should include recommendations to improve compliance and suggest potential reforms to the law.
  1. Eligibility Requirements

Applicants must demonstrate the following:

  • Good knowledge of campaign finance and election laws in Sri Lanka.
  • Proven ability to carry out both qualitative and quantitative data analysis.
  • Strong organizational and communication skills.
  • Prior experience engaging with relevant key stakeholders, including the Election Commission of Sri Lanka.
  • Excellent command in English, with strong academic and report-writing skills. Fluency in Sinhala and/or Tamil will be an added advantage.
  • Ability to effectively summarize, compile and present research findings.
  • Ability to work independently, manage time effectively, and meet tight deadlines.
  • Proven success in delivering similar consultancies.
  1. Timeline

The consultancy must be completed by end of July 2025.

  1. Reporting and Supervision:

The consultant will report directly to the Project Manager at Transparency International Sri Lanka and provide regular updates on progress.

  1. Submission Instructions

  • A detailed proposal outlining the methodology for assessing compliance with the Regulation of Election Expenditure Act, No. 3 of 2023, work plan, the sample and the timeline. 
  • An updated CV.
  • Financial proposal detailing consultancy fees and any anticipated costs.
  • Samples of previous work.
