Call for Proposals: Production of Animated Infographics Videos on the Governance Reforms in Sri Lanka

Background

Transparency International Sri Lanka (TISL) is the National Chapter of Transparency International (TI), the leading global movement against corruption. TISL raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it. TISL is based in Colombo and has three regional offices in Matara, Vavuniya and Kandy.

Overall Objective

TISL seeks the services of a dynamic and competent production team to develop a series of animated infographics type videos and interview type videos (11 animated infographic videos and six one-to-one type interview videos).

  1. The governance reforms based on the Civil Society Governance Diagnostic in Sri Lanka (GDR), and
  2. The mandatory governance demands based on GDR and the IMF Governance Diagnostic Assessment (GDA), including 6 short videos of 6 individuals speaking of selected demands.

The series of videos must give an understanding of governance reforms recommended by the GDR and GDA and the demands made. Through these videos, TISL intends to encourage citizens/stakeholders to make informed decisions and actively demand that these governance reforms be part of the election commitments and participate in the fight against corruption in Sri Lanka.

The animated infographics and animation videos need to cover content of selected areas in the GDR and GDA;

Scope of Work

The selected production team will be responsible for the following tasks;

Video Production: Create infographic type engaging videos; 11 animated infographics videos (1-2 minutes) in Sinhala covering the topics mentioned above. 11 animated infographics videos created in Sinhala must be dubbed into Tamil, altogether there will be 22 videos in total.

Create 6 short videos of one-to-one interviews on the governance reform-related election demands. Resource individuals will be introduced by TISL and the selected production team should coordinate and visit the resource person for video recording. Locations will be within Colombo. The duration of a video is 10-15 minutes. Sinhala and/or Tamil subtitles are required.

Content development: Work closely with TISL to develop the content for each video, ensuring clarity and relevance. A document indicating the contents of the videos can be shared on request.

Video Editing: Handle filming, editing and post-production to ensure the final videos are of high quality and meet the standards to post on mainstream media as well as social media.

Languages and Subtitles: As specified above.

Timeline

The contract will be awarded within the first week of August and the video production must be completed by 29th, August 2024.

Budget

Will be decided on the creative concept presented.

Proposal Submission

Interested production teams are invited to submit proposals showcasing the following;

  • Creative and inspirational themes/concepts targeted at raising public awareness through the videos on the GDR and GDA recommendations.
  • Proposed call to action/ tag lines to highlight the relevant aspects of the aforementioned topics. (This would be further developed with TISL’s input once the supplier is finalized).
  • Ability to use videos on television, social media and radio.
  • Samples of similar past campaigns/work.
  • Company profile/ qualifications of team members.
  • Proposed cost breakdown for the video development and ad campaign.
  • Ability to complete the activity within the above deadline. (include a rough timeline).
