Third report on abuses of state resources released

State Trading General Company limited and Sri Lanka National Lotteries Board had spent more than Rs. 4.5 million to print calendars with the photograph of UPFA candidate President Mahinda Rajapakse Programme for Protection of Public Resources said in its 03rd report.

This calendar had been widely distributed around the country in UPFA propaganda rallies thus violating the Election laws report has said.

According to the PPPR report, a team of police officers who carried out a raid at a printing press in Maradana based on a tipoff that posters derogatory of the character of the President were being printed at that time were of General Fonseka and not the President were transferred with immediate effect based on the oral orders issued by DIG Crimes Division Anura Sennanayake. Regulations issued by the Commissioner of Elections on November 7 2009 all appointments, promotions and transfers of public officials are prohibited with effect from November 23 2009. Therefore such transfer is against the directive of the Elections Commissioner.

Meanwhile, an allowance of Rs.1500/- was paid to Government Employees a day before (January 11 2010) the postal vote. This was paid as it was an outstanding cost of living allowance which was not paid in the year 2009. This payment was made in an irregular manner without even getting an endorsement confirming the payment according to the Sri Lanka Teachers Union.

The Program for Protection of Public Resources (PPPR) has received over 280 complaints as of 14.01.2010.
