Research consultant to conduct a study for a Country Review Report on Procurement in Sri Lanka to Bridge Regulatory Gaps

Transparency International Sri Lanka (TISL) is a National Chapter of Transparency International (TI), the leading global movement against corruption. TISL raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it. TI has an international secretariat in Berlin, Germany, and more than 100 Chapters worldwide.

Terms of Reference 

TISL is seeking a qualified research consultant or research team to undertake a comprehensive study of Sri Lanka’s public procurement guidelines and frameworks. This study aims to assess the current procurement landscape, identify regulatory gaps, evaluate the impact of procurement guidelines implementation across different sectors, and propose recommendations that align with international best practices.

Public procurement plays a pivotal role in Sri Lanka’s governance, economic development, and public service delivery. However, inefficiencies, regulatory weaknesses, and corruption risks often compromise the integrity of procurement processes causing massive losses to the country. This study seeks to provide a roadmap for reform, supporting the creation of a more transparent, accountable, and efficient procurement system.

Scope of Work
The research will involve a thorough examination of Sri Lanka’s current procurement laws, policies, and administrative procedures. It will identify key regulatory and procedural gaps that hinder effective implementation that result in the breakdown and circumvention of transparent procurement processes . This will include a review of procurement at various levels of governance and assess sector-specific challenges.

The research will involve  to gather a wide range of perspectives. These stakeholder consultations will be complemented by a literature review on public procurement in Sri Lanka.

A key component of this study is the benchmarking of Sri Lanka’s procurement framework against international best practices with the goal of identifying lessons that can be applied to the Sri Lankan context. The study will culminate in a series of actionable recommendations for reform and will particularly focus on strengthening institutional frameworks, improving oversight mechanisms, and ensuring alignment with international best practices.

Requirements

  • Knowledge of procurement processes and governance structures in Sri Lanka.
  • Ability to carry out both qualitative and quantitative data analysis.
  • Experience in conducting qualitative and quantitative research, including interviews, surveys, and data interpretation.
  • Strong organisational and communication skills.
  • Excellent command of the English language, with strong academic and report-writing skills.
  • Proficiency in Sinhala for engaging with stakeholders. Proficiency in Tamil will be an added advantage.
  • Ability to effectively summarize and present research findings.
