TERMS OF REFERENCE: CALL FOR PROPOSALS TO HIRE A STATISTICIAN TO HANDLE THE BACKEND OF THE CAMPAIGN FINANCE OBSERVING TOOL

Transparency International Sri Lanka (TISL) is the local chapter of Transparency International (TI), the global movement against corruption, committed to promoting good governance and eradicating corruption in Sri Lanka. TISL’s mission is to support the collective effort to eradicate corruption to build a future Sri Lanka which is equitable, peaceful, and just.

TISL is seeking the services of an individual to develop formulas for the backend of an online tool designed to calculate and publish real-time election expenditures to monitor the implementation of the Regulation of Election Expenditure Act No.3 of 2023. The Statistician will work closely with the Developer of the online tool and work under the guidance of TISL to create these formulas and input pre-determined election expenditure costs into the backend database. The tool is essential for facilitating civil society’s observation of campaign finance during elections while allowing observer reporting and crowdsourcing of information provided through a mobile application.

Scope of Work:

  • Create and refine formulas for calculating election expenditures of candidates.
  • Ensure accuracy and reliability of formulas for real-time data processing.
  • Conduct a demonstration on application of the formulas.
  • Test and validate accuracy of formulas to ensure it meets the specified requirements.
  • Feed formulas to the back end system, with the assistance of the web developer.

 

The Ideal Candidate Should Have:

  • A bachelor’s degree in statistics, data analysis, finance, accounting, business, or any other related field.
  • Proven experience in developing and incorporating statistical formulas.
  • Ability to explain complex statistical concepts to non-technical stakeholders clearly and effectively.
  • Strong problem-solving skills and attention to detail.

Duration:

The position is for a period of 2-weeks. Commencement of duties – immediate.

Budget :

Candidates are expected to quote a fee with the proposal. A competitive proposal will be selected on a value for money basis.
