TERMS OF REFERENCE: CALL FOR CVS TO HIRE A CONSULTANT TO SUPPORT THE IMPLEMENTATION OF THE CAMPAIGN FINANCE OBSERVATION TOOL

Transparency International Sri Lanka (TISL) is the local chapter of Transparency International (TI), the global movement against corruption, committed to promoting good governance and eradicating corruption in Sri Lanka. TISL’s mission is to support the collective effort to eradicate corruption to build a future Sri Lanka which is equitable, peaceful, and just.

TISL is seeking the services of an individual to support the Political Sector team of TISL with an initiative to observe campaign finance expenditure during Presidential Election 2024. Under this initiative, an online tool will be implemented with the other Election Monitoring Organizations in Sri Lanka. This facilitates civil society observation of campaign expenditure during elections while allowing observer reporting and crowdsourcing of information. The collective goal is to advocate for implementation of the new campaign finance law, empower citizens with vital information to make informed voting decisions, ensure a level playing field among presidential candidates and advocate for a fair and inclusive electoral environment that upholds democracy.

Scope of Work:

  • Support the Political Sector pillar with the overall development and implementation of the campaign finance observation mechanism.
  • Provide technical and strategic support in rolling out the observation mechanism.
  • Facilitate communication and coordination to ensure efficient data collection and reporting by election observers of TISL.
  • Organize and lead regular meetings or briefings to align with objectives and progress.
  • Engage with the Secretariat dedicated to campaign finance observation to support their efforts and objectives.
  • Compile and analyze data collected during the election period to produce comprehensive reports and briefs.
  • Draft post-election reports summarizing findings, insights, and recommendations for improving campaign finance transparency.
  • Assist in organizing events, workshops, or meetings related to the campaign finance observation mechanism.
  • Support the Secretariat and the Political Pillar with administrative tasks as needed, ensuring smooth operations and coordination.

The Ideal Candidate Should Have:

  • A bachelor’s degree in law, political science, social sciences, international relations, or any other related field.
  • At least 2 years of experience in either the public, private or civil society sector.
  • Experience in program implementation and/or coordination is an added advantage.
  • A basic understanding of the election processes in Sri Lanka.
  • Familiarity with transparency, accountability, and anti-corruption discourse.
  • Experience in analyzing quantitative data and report writing, free from bias, influence and/or conflict of interest.
  • Excellent skills in MS office.
  • Excellent written and oral English communication skills. Fluency in either Sinhalese or Tamil is required. Fluency in both Sinhala and Tamil is an added advantage.

Duration:

The Consultancy is for a period of three months with the possibility of extension.

Commencement of duties – Immediate.

Budget  :

The proposed budget for this is a maximum of LKR 130,000.00 per month.
