Transparency International Sri Lanka (TISL) has drawn the attention of the Elections Commission to the use of helicopters owned by the Sri Lanka Air Force (SLAF), for the transport of politicians to and from campaign rallies. TISL is concerned that this could constitute a violation of the directions issued by the Elections Commission in its gazette notice 2141/52 and calls on the Commission to take appropriate action.
The gazette states that “All Secretaries of Ministries / Heads of Departments should ensure that public funds are not utilized for the use of airplanes or helicopters or other vehicles for political propaganda activities.”
TISL has simultaneously submitted a Right to Information request to the Sri Lanka Air Force seeking details of any payments that have been made for such transportation.
TISL Executive Director Asoka Obeyesekere said, “Whilst the Elections Commission has already issued directions regarding the use of state assets including helicopters, strict oversight is required by the heads of public authorities, including the Sri Lanka Air Force, to ensure that these rules are abided by. Public officials should be vigilant given the potential legal consequences that could stem from their acts or omissions”.
TISL’s network of observers have reported incidents of the use of helicopters to transport candidates and senior politicians. In the past week reports have come in from rallies in Seruwawila, Kanthale and Trincomalee. The most recent report was received and photographed by TISL observers on 10 November 2019 when two helicopters were used to transport the New Democratic Front Candidate, Minister Sajith Premadasa and UNP Leader, Prime Minister Ranil Wickremesinghe, respectively to campaign rallies in Nuwara Eliya, Badulla and Kegalle.
Obeyesekere added, “If these services have been paid for, the ability of certain candidates to procure such services, raises questions around the financing of their campaigns. The candidates should use this opportunity to proactively disclose information on their campaign finances to underscore that state resources have not been misused”.
There has been a significant reduction in state resource abuse complaints recorded to date by the TISL network of electorate observers, in comparison to previous Presidential elections, highlighting a potentially encouraging trend. However TISL calls on the public to remain vigilant on the misuse of public property during the final stages of the campaign period and asks that any complaints be reported to the Program for the Protection of Public Resources (PPPR) on 076 322 3442/ 076 322 3662 or via e-mail to pppr@tisrilanka.org.

මැතිවරණ ප්‍රචාරණ රැස්වීම් සඳහා දේශපාලකයින් ප්‍රවාහනයට, ගුවන් හමුදාවට අයත් හෙලිකොප්ටර් යානා යොදාගැනීම පිලිබඳ TISL ආයතනය ප්‍රශ්න කරයි.
මැතිවරණ ප්‍රචාරණ රැස්වීම් වලට පැමිණීමට හා පිටව යාමට දේශපාලකයින් විසින් ගුවන් හමුදාවට අයත් හෙලිකොප්ටර් යානා භාවිතා කිරීම පිලිබඳ ට්‍රාන්ස්පේරන්සි ඉන්ටනැෂනල් ශ්‍රී ලංකා ආයතනය(TISL) මැතිවරණ කොමිසමේ අවධානයට යොමු කර තිබේ. TISLආයතනය සඳහන් කර සිටින්නේ, මැතිවරණ කොමිෂන් සභාව 2141/52 ගැසට් නිවේදනය යටතේ නිකුත් කරන ලද නියෝගයන් මේ මගින් උල්ලංගණය වන හෙයින් මේ සම්බන්ධයෙන් සුදුසු ක්‍රියාමාර්ග ගන්න මෙන් TISL ආයතනය මැතිවරණ කොමිෂන් සභාවෙන් ඉල්ලා සිටී.
මෙම ගැසට් නිවේදනයට අනුව,”සියලුම අමාත්‍යංශ ලේකම්වරුන් හා දෙපාර්තමේන්තු ප්‍රධානීන්, මැතිවරණ ප්‍රචාරණ කටයුතු සඳහා යොදවාගන්නා ගුවන් යානා,හෙලිකොප්ටර් හෝ වෙනත් කිසිදු වාහනයක් භාවිත කිරීම පිණිස මහජන මුදල් යොදවා නොගන්නා බවට සහතික විය යුතුය”.
මෙයට සමගාමීව, මෙම ප්‍රවාහන පහසුකම් සැපයීම වෙනුවෙන් කිසියම් ගෙවීමක් සිදු කර ඇතිද යන්න සොයා බැලීම පිණිස තොරතුරු දැනගැනීමේ අයදුම් පතක් TISL ආයතනය විසින්,ගුවන් හමුදාව වෙත යොමු කර ඇත.

TISL ආයතනයේ මැතිවරණ නිරීක්ෂණ ජාලය විසින් මේ වන විට,අපේක්ෂකයින් සහ ජේෂ්ඨ දේශපාලකයින් ප්‍රවාහනයට හෙලිකොප්ටර් යොදාගැනීම පිලිබඳ සිදුවීම් වාර්තා කර ඇත.පසුගිය සතියේ සේරුවාවිල, කන්තලේ,සහ ත්‍රිකුණාමලයේ පැවැත් වූ රැස්වීම් වලින් මෙවැනි වාර්තා ලැබී තිබුණි.මේ පිළිබඳව නවතම සිදුවීම TISL නිරීක්ෂකයින් වාර්තා කර චායාරුපගත කර තිබුණේ 2019 නොවැම්බර් 10 දින,නුවර එලිය, බදුල්ල සහ කෑගල්ල නගරවල පැවැත් වූ ප්‍රචාරක රැස්වීම් සඳහා, නව ප්‍රජාතන්ත්‍රවාදී පෙරමුණේ ජනාධිපති අපේක්ෂක අමාත්‍ය සජිත් ප්‍රේමදාස සහ අග්‍රාමාත්‍ය රනිල් වික්‍රමසිංහ මහතා ප්‍රවාහනය කිරීමට හෙලිකොප්ටර් යන දෙකක් යොදවා ගැනීම සම්බන්ධයෙනුයි.
ඔබේසේකර මහතා වැඩිදුරටත් ප්‍රකාශ කර සිටියේ, මෙම සේවාවන් සඳහා මුදල් ගෙවා ඇත්නම්, එම අපේක්ෂකයින්ට එවැනි සේවාවක් ලබා ගැනීමට ඇති හැකියාව, ඔවුන්ගේ මැතිවරණ ව්‍යාපාර සඳහා මුදල් සපයාගන්නා ආකාරය පිළිබඳව ගැටළුවක් මතුකරන බවත්, රාජ්‍ය සම්පත් අවභාවිත කර නොමැති බව අවධාරණය කර පෙන්වීමට නම්, අපේක්ෂකයින් සිය මැතිවරණ ප්‍රචාරණ මුල්‍ය තොරතුරු හෙළි කිරීමට මෙම අවස්ථාව භාවිත කල යුතු බවත්ය.
